- The relevance of the study is detremined be the necessity to form a new structure of educational activities of universities, focused on the preparation of competitive graduates, whose competencies meet the needs of the modern stage of the changes of technological structures in the economy and the formation of a new post-industrial society. The analysis and generalization of theoretical approaches and practice of educational activity organization in contemporary higher educational institutions is carried out and possible ways of educational process modernization with application of competence approach to definition of educational process results are defined. The prerequisites for changing the educational paradigm in the Russian higher school are studied and the levels of competencies formed in the traditional educational process based on the concept of «supporting education», as well as the levels of competencies that can be formed in students while organizing the educational process using the concept of «innovative education» are determined. The interrelation of higher school teachers' information competence with the possibility of increasing the education system innovative ability is revealed. The ways of creating information and methodological system to support the training environment that accompanies the learning process, using the capabilities of the Internet are proposed in the article. The article describes four blocks of the educational process modernization, combining the basic tools for the innovative educational process implementation at the University, and lists the main conditions for the implementation of the proposed innovations in University practice. Innovative type of teaching methods at the University should be based on the fundamental condition of students' innovative methods of thinking and activity mastering – the principle of the Trinity of educational, research and project activities of students, both independent and in a single team with teachers. The main goal of all methodological technologies is to involve the student in the learning process, to make him an active participant in the learning process, to form his independence, interest in the active acquisition of knowledge, skills of self-education and research abilities.

- The main purpose of this article is to present the contents of a number of modern innovative technologies for monitoring students' level of knowledge. To achieve it, the task of justifying the advantages of using the testing technology tools to control students' level of knowledge solved. In addition, the article shows the practical features of the use of testing technologies to monitor students' level of knowledge by creating an evaluation fund for educational discipline «Computer Science», which is an integral part of multifunctional educational technological complex in the «Manager-programmer of information systems», using a rating approach and multi-point measurement scales. The results are usable in practice of educational institutions work to control students' level of knowledge during the qualified specialist’s preparation.

- The given article says about the process of IT development of education. Nowadays the said process becomes the most important factor of the extension of the practice of the implementation of innovative technologies in the educational process. The authors of the article gave the detailed definition of the pedagogic test. The article contains requirements for pedagogic tests and its main characteristics, expressed by such indices as reliability, validity and efficiency, as well as discloses its essence and provides formulas for its calculation. The opinion was made that in terms of the application of module educational technologies the testing becomes one of effective forms of the control of students’ knowledge level.

- The monograph "Theory and Practice of Language Education for Students of Technical Universities" summarized many years of experience in a technical university, presents the author's concept of the fundamentalization of language education for students in non-linguistic universities, embedded in the process of teaching students a foreign language to prove its effectiveness. In the first chapter of the monograph, the author describes the new requirements for proficiency for a foreign language specialists, written into the federal state educational standard of the new generation for higher education; problems that arise while teaching students foreign languages in technical universities, and ways to solve these problems. The methodological basis for the concept of the fundamentalization of language education of technical university students and the creation of conditions necessary for the implementation of this concept are described in details. The second chapter describes the modern system of teaching foreign languages of technical university students, the multi-level structure and content of language education at each stage of this structure, as well as the methods of teaching all types of students' speech activity using innovative communication and information technologies. The author of the monograph describes the important role of the teacher in the process of teaching students a foreign language, creating modern educational content that provides the learning process. The monograph contains scientific and methodological recommendations on the development and use of original pedagogical technologies, new forms of working with students using computer capabilities, creating computer training programs for self-study work of students, writing professionally oriented textbooks in foreign languages. The implementation of this system of training of technical university students proved its effectiveness, as evidenced by the results of experimental training conducted at the Department of Foreign Languages at the Southern Federal University. The quality of student learning improved due to the implementation of the concept of the fundamentalization of language education and modern educational technologies into the educational process.

Information and communication technologies in education of Russia and China

- The purpose of the article is to identify and substantiate the innovative pedagogical searches in the field of the use of constantly developing information and communications technologies (ICT) in Russia and China. A comparative analysis of types of teaching was carried out taking into account the active use of information and communications technologies. Chinese experience is of great interest to Russian teachers due to the rich Chinese philosophy, national traditions and pedagogical knowledge. Russia and China have deep historical, integration, economic and cultural ties. The system of Chinese education brought the country to the leading position in the world and to the second place in the economy. The author reveals similarities in the education system of Russia and China. Positive achievements in the education systems of each of these countries are mutually enriching each other, acquiring a global character. At the same time, the Chinese education system has a number of achievements that have to be integrated into the Russian education system. The study compares the traditional and innovative types of teaching in Russia and China in terms of indicators: an approach to teaching, a dominant idea, a goal, centering on the subject of activity, teacher (instructor) roles, student roles, values on which a teacher (an instructor) relies, advantages, disadvantages, main results. The study identifies the essential characteristics of the types of teaching and makes it possible to establish that, at a theoretical level, the traditional and innovative types of teaching are opposed, but in practice they organically combine, complement and reinforce each other. China's experience in the use of ICTs in education is invaluable in the implementation of the modernization of education in Russia.

- The article is concerned with the problem of information and education system development as a new pedagogical system. The significance of the problem is conditioned by the mounting needs of developing digital economy and inner demand of the individual receiving higher education. The category of «information and education system» was studied and its major characteristic features were revealed; a general definition of the category in focus was formulated. A set of modified pedagogical technologies based on the information and communication technologies’ potential was researched with the purpose to identify its effectiveness on the realization of the «information and education system» as one of the pedagogical conditions. According the author of the article a set of modified pedagogical technologies should include: project based learning technology based on interactive methods of teaching, technology of contextual education, modular technology and proactive teaching technology. The basic principles uniting all chosen technologies are the principle of activity, selfsufficiency, creativity and productivity.

- Effective activity of each university is impossible without taking into account its specifics and individual features. In this regard, in each educational institution there is a need to develop and apply additional competencies, and accordingly their own work programs, pedagogical innovations, methodological and didactic materials on academic disciplines in addition to the competencies specified in the Federal State educational Standards of Higher Education that meet the requirements of the competence approach. Such concretization taking into account regional, mental, personal features both of teachers and students is inevitable. Therefore, some opportunity to maneuver is necessary, making something of their own, individual by each university, each individual teacher in the education process. In KBSAU named after V.M. Kokov the pointed out work is carried out within the framework of special professional competences. The authors of the monograph tried to justify the necessity and usefulness of such competencies usage, to show how their use affected the disclosure of personal qualities of students, the development of their abilities for independent work, the creation of new models of lectures and classroom trainings at the university, presented methodological approaches to the organization, conduct and evaluation of extracurricular work.
