Data Retention Policy
The data retention policy is aimed at selecting, storing, and providing access to the journal archives and includes the following purposes:
- Compliance of archiving materials to Archives' state standards.
- Registration and publication of articles in accordance with professional standards.
- Ensuring wide access to archived material, provided by editorial practice.
Archive includes texts of articles, peer-reviews, abstracts and bibliographies, which are published in the journal. These materials are of great scientific value, as they comprise the most significant results of scientific research.
Information on all the articles published in the journal is stored on the publisher's server and is available in the public domain on the website of the journal, as well as on the platform of the Scientific Electronic Library eLIBRARY.ru and in other aggregators.
In scientific electronic libraries everybody can use the advanced search by journal articles (by keyword, author, title, chapter). Link to the full text of the article is marked on the page in the Scientific Electronic Library eLIBRARY.ru that complies with the storage stadards of digital data.
Copyright policy
The journal has free access, which means the ability to read, download, copy, distribute, publish the articles and to refer to the full text with attribution, without any restrictions.
What is permitted:
- Share (exchange) - copy and distribute the material in any medium and in any format.
- Adapt (create derivative works) - remix, modify and create new, basing on this material for any purpose, including commercial.
- Licensor may not revoke these freedoms as long as you perform the license conditions.
Under the following conditions: «Attribution» — You must ensure the appropriate attribution, provide a link to the license and identify changes if any have been made. You can do this in any reasonable manner, but not by one that would imply that the licensor endorses you or your way of the work application.
Without additional limitations — You may not apply legal restrictions or technological measures that create to others legal obstacles in the implementation of something from what is permitted by the license.

Deposit policy
Authors can keep and disseminate the copy of article before and after its publication. Nevertheless, we recommend our authors to start disseminating the article copies after the journal publication, because before it the article doesn’t have metadata, which is important for citation.

Article identification policy
Every article published in a scientific journal is assigned a DOI (Digital Object Identifier) - identifier of a digital object (the phrase "Digital Object Identifier - DOI" is also used) - is a modern standard of information designation in the Internet, currently used by all the world's largest scientific organizations and publishers.
Beginning with the first issue of the journal, each article is assigned a digital object identifier. Publishing house "Sreda" assignes DOI directly via the service of DOI links - CrossRef.
Advantages of DOI and its impact on the publication of scientific research and their subsequent citation:
- DOI allows to identify and search for scientific data located on the Internet;
- this number always remains the same and using it you can easily find a journal, article or book;
- Digital object identifier considerably facilitates the procedure of citation of scientific publications, as its title, abstract and keywords are sent into the worldwide public database of scientific data International DOI Foundation ;
- when quoting the article containing DOI with one of the journals included in Scopus, Web of Science or any other prestigious bibliographic database, the author's and article's data are also recorded in the database;
- all journals included in Scopus, Web of Science and Springer, compulsorily assign their articles DOI;
- increase in the number of author's articles citations automatically increases its index of citing and personal Hirsch index - the most important scientometric indicators at the present stage of science development .
DOI assignment for today is an inherent part of the system of scientific communication through the effective provision of scientific information exchange processes.
CrossMark
CrossMark is a multi-publisher initiative from Crossref, provides a standard way for readers to locate the authoritative version of an article or other published content.
By applying the CrossMark logo, journal is committing to maintaining the content it publishes and to alerting readers to changes if and when they occur.
Clicking the CrossMark logo on a document will show you its current status and may also give you additional publication-record information about the document.
Policy for plagiarism checking
Only high-quality original research papers are published in the journal. Submission of articles in the journal implies that it has not been published previously or submitted for publication in another journal. When the author(s) use(s) in his works passages of the other articles (in Russian, English, Chuvash or other languages), it is necessary to register them in the form of links to sources or permission of a previous publisher or copyright owner.
Articles with plagiarism are not authorized for publishing. If after checking the materials the presence of plagiarism is detected in the article the author, the relevant institution and the sponsoring organization (if any) will be sent a notification of refusal in the publication for the reason stated above.
All the materials that come to the journal are tested for plagiarism by «Antiplagiat" system, to be accepted an article must have at least 75% of text uniqueness.
Open access policy
The journal adheres to the policy of open access (Open Access). All the articles are placed permanently and free of charge immediately after the issuance of the journal. Full-text access in real time regime to scientific journal articles is presented on the official website of the journal on the platform of the Scientific Electronic Library eLIBRARY.ru and in other aggregators (the list is updated).
Conflict of interests policy
Experts should not be held to review the work, if there is a conflict of interest because of the competitive relationship, collaboration or other interactions or relationships with authors, companies or institutions in any way associated with the materials submitted.
Unpublished materials available in the present study can not be used by editorial board in their own developments without the written consent of the author.
Article is placed in public domain in case of acceptance for publication. If there are any conflicts of interest (financial, academic, personal, etc.) participants of review process should inform the editorial board.
The rights to use materials of the scientific journal belong to LLC "Publishing house "Sreda" and the Chuvash Republican Institute of Education of the Ministry of Education of Chuvashia as a publisher and founder of the journal.
Direct contacts - are the main and most preferred way to resolve disputes between the editors, authors and third parties in the process of review and preparation of materials for publication, as well as in relation to already published articles. If you have complaints or claims you must report them to the chief editor of the journal in written form to the e-mail of the journal or mailing to the address listed on the website of the journal.
The letter must contain the essence of the controversial issue, the circumstances, the person's name and / or the product in respect of which the claim is being made. Persons or organizations who complain to the journal editorial office for some issues need to be sure that these complaints will be dealt within reasonable time. Editors while analysing the complaints and disputes will follow the accepted publication ethics.
Privacy policy
The Privacy Policy of personal information (the Privacy Policy) applies to all information which is obtained by LLC Publishing house "Sreda" (phsreda.com, journaledu.com, journalec.com) during the User registration by filling out different application forms (Web site).
1. DEFINITION OF TERMS
1.1. The current Privacy Policy uses the following terms:
1.1.1. LLC Publishing house "Sreda" OGRN 1172130009040 (the Publishing House) is the authorized staff of the Publishing House, who process personal information and determine the reason of the personal information processing, processed personal details, activities for personal information processing.
1.1.2. «Personal information»» is any information about an identifiable individual (the owner of personal information).
1.1.3. «Personal data processing» means any action (operation) or set of actions (operations) performed by using automation tools or without using these tools with personal data, including collection, recording, systematization, accumulation, storage, updating (modification), extraction, use, transfer (distribution, provision, access), depersonalization, blocking, deletion, destruction of personal data.
1.1.4. «Confidentiality of personal data» is a compulsory requirement for the Publishing House to prevent their dissemination without the consent of the subject of personal data or other legal grounds.
1.1.5. «Site User (hereafter – the User)» is a person who has access to the Site through the Internet and uses the Site.
1.1.6. «Goods» are printed products of the Publishing House (publications in hard copy, – books, brochures, journals, forms, etc.)
1.1.7. «Service» is a publication of scientific, educational, methodological materials by the Publishing House, preparation for publication or preparation and publication of any type of publications, as well as reviewing scientific works by the scientists and other services, which are necessary for the Publishing House to carry out its activities.
1.2. «Site» is a collection of information, texts, graphic elements, design, images, photos and video materials and other results of intellectual activity, as well as computer programs contained in an information system that provides access to such information on the Internet through network addresses: https://phsreda.com/, https://journaledu.com/, https://journalec.com/. The site is an Internet resource designed to publish and obtain information about various events held by the Publishing House.
2. PURPOSE AND SCOPE OF THE DOCUMENT
2.1. The Privacy Policy defines the position and intentions of the Publishing House in the field of processing and protecting personal data.
2.2. Privacy policy is strictly enforced by the head and employees of the Publishing House.
2.3. The Privacy Policy applies to all personal data of entities processed in the Publishing House with and without use of automation tools.
2.4. Any personal data owner has access to this Privacy Policy.
3. SUBJECTS OF PERSONAL DATA
3.1. The Publishing House processes personal data of the following individuals:
3.1.1. employees of the Publishing House;
3.1.2. individuals, with whom civil-law contract have been signed;
3.1.3. candidates for filling vacancies at the Publishing House;
3.1.4. customers (authors) of the Publishing House;
3.1.5. registered users of the Publishing House web sites;
3.1.6. representatives of legal entities;
3.1.7. suppliers (individual entrepreneurs).
4. GENERAL PROVISIONS
4.1. Use of the Site by the User means his/her acceptance of this Privacy Policy and the terms of processing of the User's personal data.
4.2. In case of disagreement with the terms of the Privacy Policy, the User must stop using the Site.
4.3. Providing personal data the User agrees that the data will be processed by the Publishing House (up to withdrawal of the personal data processing by the User) in order to fulfill the obligations by the Publishing House towards the User to sell the Goods and provide the Services, as well as provide background information. When processing personal data, the Publishing House is guided by the current legislation of the Russian Federation, including Federal Law №152-FL of July 27, 2006 “On Personal Data” and internal (local) regulatory documents approved by the head of the Publishing House.
4.4. If the User decides to provide personal data of another person, he/she must provide the written agreement of that person or in other cases established by the federal laws. Thus, the User guarantees that he/she has informed other individuals (co-authors of articles, scientific adviser, etc.) of the terms of the Privacy Policy and has obtained the agreement from all individuals (co-authors of articles, scientific adviser, etc.) to process personal data.
4.5. This Privacy Policy applies only to the Publishing House Sites. The Publishing House does not control and is not responsible for third-party sites which are accessible via a link available on the Publishing house Sites.
4.6. The Publishing house does not verify the authenticity of the personal data provided by the User.
5. THE SUBJECT OF PRIVACY POLICY
5.1. This Privacy Policy establishes the obligations of the Publishing House for non-disclosure and ensuring the regime for protecting the confidentiality of personal data that the User provides upon the request of the Publishing House during the registration on the Site or when completing the registration form to acquire Goods/Services.
5.2. Personal data permitted for processing under this Privacy Policy is provided by the User by filling out the registration form on the Publishing house Sites in the sections «Online Submissions», «Log in to My Account», «Feedback», «Post a comment» and other sections, where the following personal data is required:
5.2.1. surname, first name, patronymic name;
5.2.2. sex;
5.2.3. date of birth;
5.2.4. occupation;
5.2.5. academic degree / title;
5.2.6. SPIN-code / ORCID-code / ResearcherID / Scopus Author ID;
5.2.7. place of work / study;
5.2.8. contact number;
5.2.9. e-mail address;
5.2.10. a link to social networks;
5.2.11. the delivery address;
5.2.12. place of residence and other information, which is necessary for the fulfillment of obligations by the Publishing House, as well as the necessary marketing activities.
5.3. Any other personal information not specified above, including technical information which is automatically obtained by the software of the Site when the User visits it (purchase history, browsers, operating systems, etc.) is subject to secure storage and non-distribution, except some cases provided in sections 7.2. and 7.3. of this Privacy Policy.
5.4 Manuscripts are reviewed with decent respect for the confidentiality of authors and reviewers.
The Publishing House does not divulge the information about manuscripts in the process of preparing the edition
(including receiving the manuscript, content, status in the process of reviewing, criticism, etc.) to anyone other than authors and reviewers. Reviewers and staff of the editorial board respect the authors' rights, do not discuss publicly the work of the authors, do not borrow their ideas before the publication of the manuscript. Reviewers are not allowed to make copies of manuscripts for personal use and distribution. If the author provides research results with the indication of third parties (names of research participants, informants, photos of specific people), the author must first obtain the agreement from third parties for the publication of the manuscript and/or images. In case of disputes, the Publishing House follows the section “Policy on conflict of interests” and has the right to request from the author of the article the written agreement of the research participant, informant.
If the personal data of third parties (research participants, informants, etc.) in the article have been changed in order to protect anonymity, the author must provide a written request that these changes do not distort the scientific meaning (this condition should also be noted in the text of the article).
6. PURPOSE OF PERSONAL INFORMATION COLLECTION
6.1. The Publishing House can use personal data for the following purposes:
6.1. Identification of the User for the attribution of authorship of manuscripts published in the Publishing House.
6.2. Identification of the User for the necessary marketing activities.
6.3. Identification of the User to make an order for purchasing Goods/Services.
6.4. Identification of the User for the conclusion of the Agreement for purchasing Goods/Services.
6.5. Providing the User with access to the personalized resources of the Site.
6.6. Establishing feedback with the User, including sending notifications, requests regarding the use of the Site, rendering services, processing requests and applications from the User.
6.7. Verification of the accuracy and completeness of personal data provided by the User.
6.8. Create an account to make purchases, if the User has agreed to create an account.
6.9. Notifications for Site User on the status of the order to purchase Goods/Services.
6.10. Processing and receiving payments, challenging payment, determining the right to receive discounts by the User.
6.11. Providing the Customer with effective client and technical support in case of problems related to the use of the Site.
6.12. Providing the User, if he/she agrees, with updated products, special offers, information on prices, newsletters and other information on behalf of the Publishing House.
6.13. Providing the User with access to the sites and/or services of the Publishing House in order to obtain products, updates and services.
7. METHODS AND TERMS OF PERSONAL INFORMATION PROCESSING
7.1. The processing of the User's personal data is carried out until the end of the purpose of processing personal data, in any legal way, including personal data information systems by means of automation tools or without them.
7.2. The User agrees that the Publishing House is entitled to transfer personal data to third parties, in particular to courier services, postal organizations for the purpose to send the User's order issued, made on the website of the Publishing House, including the delivery of Goods.
7.3. The personal data of the User can be transferred to the authorized bodies of the government of the Russian Federation only on the grounds and in the order established by the legislation of the Russian Federation.
8. PERSONAL INFORMATION PROCESSING WITH COOKIE FILES AND ENUMERATORS
8.1. Cookie files transmitted to the Publishing House to the User's equipment and equipment of the Publisher's User may be used by the Publishing House to provide the User with personalized Services, for targeting advertising that is shown to the User for statistical and research purposes, and for improving the services of the Publishing House.
8.2. The user understands that the equipment and software that he/she uses to visit sites on the Internet can prohibit operations cookie files (for any sites or for certain sites), as well as removing previously received cookie files.
8.3. The Publishing House has the right to establish that the provision of a certain service is possible only on condition that the reception and receipt of cookie files are allowed by the User.
8.4. The structure of the cookie file, its contents and technical parameters are determined by the Publishing House and may be changed without prior notice to the User.
8.5. The counters placed by the Publishing House in the services can be used to analyze the user's cookie files, to collect and process statistical information about the use of services, and to ensure the efficiency of the services in general or their individual functions in particular. The technical parameters of the counters are determined by the Publishing House and can be changed without prior notice to the User.
9. OBLIGATIONS OF THE PARTIES
9.1. The User is obliged:
9.1.1. To provide the necessary information about the personal data to use the site.
9.1.2. To update, supplement the provided information about personal data in case of changing this information.
9.2. The Publishing House is obliged:
9.2.1. To use the received information exclusively for the purposes specified in Section 6 of this Privacy Policy.
9.2.4. To block personal data related to the relevant User from the moment of the Users request or his legal representative or authorized body for protection the rights of subjects of personal data for the verification period in case of revealing unreliable personal data or illegal actions.
10. RESPONSIBILITY OF THE PARTIES
10.1. The publishing house, which has not fulfilled its obligations, is liable in accordance with the current legislation of the Russian Federation.
10.2. In case when User withdraws consent to the personal data processing, the Publishing House has the right to continue processing personal data without the consent of the User if there are grounds specified in Federal Law №152-FL «On Personal Data» from July 27, 2006.
10.3. In case of any complaints from third parties to the Publishing House related to the processing and use of the User's personal data, this User undertakes to settle these claims with third parties on his own and at his own expense.
10.3. Persons who believe that their rights and interests are violated as a result of the processing and use of personal data must send a request to the e-mail address: info@phsreda.com
10.4. Consent to the processing of personal data may be revoked by the User in in written form. Consent to the processing of personal data is valid until the date of its revocation by the User by sending a written note of the said recall in an arbitrary form to the Publishing House, unless otherwise provided by the legislation of the Russian Federation.
10.5. The user confirms the he/she is aquainted with the requirements of Federal Law №152-FL from July 27, 2006 “On Personal Data’ and fully understands the rights and obligations in the field of personal data protection.
10.6 The User is aware that in the case of authorization on the Publishing House websites through social network accounts, the rules and conditions of the relevant social networks, including the processing and use of personal data and ensuring their confidentiality, apply to him/her.
11. ADDITIONAL CONDITIONS
11.1. The Publishing House has the right to amend this Privacy Policy without the consent of the User. Accepting the text of this Policy, the User gives his consent to all subsequent changes to it.
11.2. The new Privacy Policy enters into force from the moment it is posted on the Site, unless otherwise provided for in the new edition of the Privacy Policy.
