- The teacher is a significant figure in the formation and development of the student's personality. In this regard, the task of preparing a primary school teacher of a new type is relevant. This article discusses such a topic of educational development in the Russian Federation as conditions for increasing the professional competence of an elementary school teacher. The urgency of the problem is caused by the strengthening of the requirements in all spheres of labor activity for professional training in the conditions of a market economy. The author dwells on the analysis of those qualities that are necessary for a modern primary school teacher to meet the needs of society in bringing up an adaptive, highly intelligent and free individual with basic competences and capable of subsequent adequate self-determination in the professional sphere. The teacher’s figure in the work is viewed as a tutor and facilitator.

- The given article says about the process of IT development of education. Nowadays the said process becomes the most important factor of the extension of the practice of the implementation of innovative technologies in the educational process. The authors of the article gave the detailed definition of the pedagogic test. The article contains requirements for pedagogic tests and its main characteristics, expressed by such indices as reliability, validity and efficiency, as well as discloses its essence and provides formulas for its calculation. The opinion was made that in terms of the application of module educational technologies the testing becomes one of effective forms of the control of students’ knowledge level.

- The article deals with the features of underdevelopment of speech of 1–4 level of preschool and primary school children in terms of the formation of sound-syllabic structure. The quantitative and qualitative description of characteristic errors and shortcomings in speech of children with General underdevelopment of speech (motor alalia, dysarthria, rhinolalia), the influence of insufficiency of mastering the sound-syllabic structure on the formation of writing is given. The authors rely on the results of modern research of scientists in the field of speech therapy: Titova T.A., Levina R. E., Filicheva T.B., Markova A.K., Usanova O.N. Materials of the article can be used by speech therapists and teachers in the analysis and classification of identified speech disorders of children with underdevelopment of speech in the field of sound-syllabic structure.

- The article deals with the development of psychological knowledge in higher pedagogical education in Russia at the turn of the XIX–XX centuries. An explanation of the change in psychological knowledge is given, in connection with the historical fact of the definition of psychology as an independent science and its separation from the boundaries of philosophy during this period of time. Teaching institutions of Russia of the end of the XIX century are described, the content of education in them is explained, as well as the essence of higher pedagogical education of that time. The article also describes the higher pedagogical education of the beginning of the 20th century, in particular, the post-revolutionary period. The forms, essence and content of this formation are shown, as well as the level of contradictions that have arisen in the formation of that time.

The authors provide a general description of the children's self-consciousness with a general speech underdevelopment, describe the main areas of work on the development of self-awareness with this category of children. As the authors note, the development of the ability to analyze and to evaluate what is happening, as well as familiarity with various social roles, contributes to leveling existing difficulties in interacting with society in children with general speech underdevelopment, allows preschoolers to become more self-confident, to embed a positive self-concept and increase the level of claims.

- In the modern context complex, stable and balanced development of the region is possible only with the presence of developed and effectively implemented regional investment policy. In this regard, there is a need for the continuous development of scientific, methodological and practical aspects of the effective formation and implementation of RIPs, the search for methods and mechanisms for attracting investment resources to the regional economy, and ensuring a favorable investment climate. The research involves general methods for studying: observation, comparison, comprehensiveness, consistency, analysis, synthesis, as well as modeling and logical approach. The study clarified the concept of “regional investment policy” and its content, identified RIP types, identified the goal, objectives and principles of RIP development and implementation, proposed a model of RIP development and implementation, disclosed factors and problems of RIP formation and implementation, improved efficiency measures process of formation and implementation of the RIP. Application of the presented approach and model makes it possible to increase the efficiency of the development and implementation of the RIP, to ensure the region’s high competitiveness, stability, security, and improved adaptation to changing conditions.
