    Abstract:
    The article examines the evolution of legal policy principles from static normative guidelines to a dynamic, value-targeted and strategically oriented system. The author analyzes the transition from the positivist paradigm to a modern understanding of principles as socially significant values and benchmarks of justice. Based on the works of domestic legal scholars, it is shown that the principles of legal policy are formed through the selection of values, are implemented in the legal process and require foresight and goal-setting. Particular attention is paid to the systematic nature, hierarchy and expediency of principles in conditions of legal uncertainty.

    Abstract:
    The chapter discusses the main goals of punishment in the Russian Federation, their significance and correlation with the principles of criminal law, as well as their role in shaping probation policy and further socialization. The article examines the changing goals of criminal punishment in the process of the formation of the Russian state: starting with the first written sources of Ancient Russia, ending with the period of the Russian Empire and the Soviet Union, with an analysis of the distinctive features and reasons for the adoption of these goals. Purpose: to conduct a historical analysis of the goals of criminal punishment, to identify the tasks they solve, to substantiate the goals in the context of the external environment, to identify common features and situations, as well as to substantiate the current goals of criminal punishment. To focus on a simplified understanding of the purpose in the form of retribution and punishment and their relationship with the aim of correcting the offender and positive consequences for the state and society. Methods: a systematic approach, historical and logical methods, analysis and synthesis, deduction, induction are used. Results: it is noted that for modern purposes of criminal punishment, retribution is practically not mentioned and is losing importance, giving way to the correction of the offender and his re-socialization. Correction and re-socialization are considered as key goals that contribute to reducing the rate of crime. If there is a real correction, the historical purpose of retribution loses its relevance and does not violate the principles of criminal law. Conclusions: over time, the concept of crime has softened, which has led to a change in the main objectives of punishment. Currently, after the adoption of the Probation Law, the focus is shifting from retribution to the correction of the convict and his re-socialization. The question of the relationship between retribution and the restoration of social justice remains the subject of scientific debate. One of the goals of probation and re-socialization is to reduce the level of recurrence of crimes. The effective use of this mechanism, combined with compliance with the principles of criminal law, contributes to the seduction of the individual without an emphasis on revenge against the criminal.

    The study reveals the specifics of teaching basic art disciplines in the junior courses of the undergraduate direction of the Design 54.03.01. Modern conditions are presented that form the sphere of professional activity of future designers. It reflects the importance of introducing students to moral, ethical and aesthetic values. Attention is focused on creating an artistic image as the fundamental principles of compositional tasks. The fundamental significance of the Propaedeutics discipline is revealed. Didactic teaching principles in the context of design education are outlined. The author's set of propaedeutics exercises is disclosed, which have increasing complexity, coordination of interdisciplinary ties and the development of the emotional sphere of students.     This article reflects the results of a theoretical analysis of P.F. Lesgaft’s ideas on the psychological and pedagogical principles of the harmonious development of a child. The relevance of the study is due to disharmony in the development of the physical, moral and mental components of personality in modern children. The intellectual sphere receives the greatest development among the younger generation, with insufficient attention to other areas. In this regard, the revival of the main provisions of the concept of the great humanist scientist becomes especially significant. The purpose of this study is to highlight and meaningfully fill the principles of pedagogy and psychology contained in the concept of P.F. Lesgaft in the aspect of the harmonious development of the child’s personality. Objectives of the study: analyze the main provisions of the theory of P.F. Lesgaft; determine the principles of the harmonious development of the child’s personality that underlie his concept; correlate the highlighted principles with the currently accepted principles of pedagogy and psychology. The main method of research was theoretical analysis and generalization of materials presented in the works of P.F. Legsaft, as well as studies devoted to the study of the scientist’s heritage in the aspect of the identified issues. The article concludes with generalized conclusions. It has been established that the basic psychological and pedagogical principles of the harmonious development of a child’s personality from the point of view of P.F. Lesgaft are the following principles: a holistic systematic approach to the development of the psyche, consciousness, activity, gradualism, consistency, clarity, taking into account the age and individual characteristics of children, unity of educational influences, humanism.

    The article presents the results of a theoretical analysis of literary sources on the problem of human qualimetry and education. The relevance of this study is determined by the fact that at the moment the education system is undergoing serious changes due to the transition to the national system of higher education, which is largely determined by the spiritual and moral attitudes of specific teachers, Teachers, heads of the education system, both at the level of a specific educational organization and at the level of the Russian state. The scientific hypothesis of the theoretical study is the position that the Teacher's pedagogical skills, his professional and personal qualities, educational and educational technologies that he uses are fundamentally isomorphic to the quality of education reflected in the qualities of the Student's personality (education, upbringing). As research methods, the theoretical analysis of more than 100 works by A.I.   • On the Role of Public Cossack Associations in the Patriotic Education of Young People

    The purpose of writing this article is due to the decision of the problem of activating the patriotic education of young people, in particular, students of universities, on the basis of spiritual and moral principles and values of the Russian Cossacks, taking into account the participation of public Cossack associations (PCA) in the implementation of state youth policy. In the process of research methods were used: observation, conversation, modern information technology, the study of historical and normative legal documents for the drawing of the Roadmap for the development of the system of continuous Cossack education. Results. The conducted review shows that the social markers that form the basis of Cossack identity are highlighted and, in general, understood by society, associated with patriotism, love for the Motherland and the Orthodox worldview. In the process of Cossack revival the pedagogical and educational potential of Cossack culture was discovered, based on the values of democracy, on the one hand, and on the traditions of statehood, on the other. Although marked by a certain transformation of the Cossack idea in the direction of «militarization», this process does not contradict the basic principles of Cossack education, which became the basis of interaction between universities and OKO in the educational process. Conclusions. The analysis of organizational and pedagogical forms of youth upbringing with participation of modern OKOs shows by the example of the South of Russia (Krasnodar Territory, Rostov Region) that a certain stage of formation in the educational system has already been passed and represents a four-dimensional model, including the younger generation from preschoolers to students. The last stage of the model is in the formation stage, which is characterized by the creation in 2021 of the Association of Cossack universities of Russia and the signing of the Roadmaps for implementing joint, scientific, educational and social activities of universities and public Cossack associations, defining a new round of development of Cossack higher education and patriotic education of the university youth.

    Currently, university teachers have many questions about the introduction of individual educational trajectories (IET) into the educational process of universities. Unfortunately, the introduction of such educational technologies is often interpreted by researchers without a proper understanding of the principles and foundations of pedagogy, such as from simple to complex, individual approach to learning, etc. All this is due to the fact that most often the development of the introduction of IET in universities is carried out by people who do not have a professional pedagogical education or at least sufficient experience in professional pedagogical activity in universities, or even in general, who simply seek to make money on it. As a result, the introduction of individual educational trajectories turns into a process of far-fetched provisions that are incomprehensible to teachers and have nothing to do with the development of higher education, and, accordingly, are not perceived by the teaching staff of universities. At the same time, the necessary technical and software for the implementation of IOT is often missing. And this gives rise to numerous problems in the development of domestic higher education in modern conditions and negatively affects the increase in its effectiveness. This article attempts to deal with the essence and problems of the implementation of IET in universities from the standpoint of pedagogy and practical pedagogical experience.

A method of phenomenological application is developed, on the basis of which the direction of the exit of education from the crisis status is outlined.
