    Abstract:
    The relevance of this research topic is related to the importance and significance of managing the development of the road network for achieving the national development goals of “A Comfortable and Safe Living Environment”, “Decent, Efficient Employment, and Successful Entrepreneurship”, and for ensuring Russia's economic security. The aim of the study is to identify the relationship between the development of the road network and the economic security of the Russian Federation. The study revealed that the implementation of the national project “Safe, High-Quality Roads”, completed in 2024, did not fully address the challenges and risks to economic security associated with the high proportion of regional and local roads that do not meet regulatory requirements, underfunding of the road infrastructure, the slow pace of innovative development and implementation of digital solutions, and regional differentiation in the quality of the road network. Particular attention is paid to the mutual influence of road development and economic security, which allowed us to identify three types of effects: direct, indirect, and induced. Ensuring economic security is necessary for the continuous formation of resource support for road management, innovative renewal, and the successful digital transformation of the road infrastructure.

    Abstract:
    The chapter examines the legal, organizational, and managerial aspects of reforming the municipal solid waste (MSW) management system in the Russian Federation within the framework of the “waste reform” launched on January 1, 2019. Based on a comprehensive theoretical and legal analysis, the legal status of key participants in the relations is investigated: regional operators, state authorities, local self-government, citizens, and legal entities. Systemic problems are identified: uneven implementation of the reform across regions, low level of secondary raw material extraction, infrastructure deficit, social discontent, insufficient environmental culture of the population, and ambiguity of judicial practice (in particular, regarding the application of GOST standards on a voluntary basis and the calculation of fees during the temporary absence of a consumer). The necessity for further improvement of legislation is substantiated, including the differentiation of the concepts of “permanent” and “temporary” residence for the purposes of fee calculation, as well as the systematization of regulatory acts. It is concluded that the success of the reform depends on coordinated actions of the state, business, and the formation of a new environmental culture of the population.

    Abstract:
    The chapter examines the transformation processes in the educational system of the Russian Federation in the context of the transition from the Soviet model to the modern educational paradigm. The prerequisites and consequences of Russia's accession to the Bologna Process (2003–2023) are analyzed, including the introduction of the Unified State Exam, the credit-module system, and the unification of educational standards. Key problems of modern education are identified: staffing shortages, corruption, low funding, the predominance of theoretical training over practical training, weak continuity between educational levels, the mismatch between specialist training and labor market needs, and the outflow of qualified personnel abroad. Promising areas are considered: the development of a dual system of vocational education (combining 40% theory and 60% practical training), the Priority 2030 program, and the transition to a supply-side economy. It is concluded that it is advisable to transition to a national education system that takes into account historical experience and ensures the training of qualified personnel for the domestic economy, in accordance with the tasks outlined in the President's Address to the Federal Assembly.

    Abstract:
    The chapter examines theoretical and applied aspects of the development of information and educational needs of students in the context of digital transformation of higher education. Based on the analysis of strategic documents and a review of Russian and foreign studies, key areas of digitalization are identified: creation of a digital educational environment, formation of “digital maturity”, distance learning, integration of online platforms (RESH, YaKlass, ReshuEGE). Contradictions are revealed between student interests and platform technical capabilities, between personal data protection and its security level, between innovative and traditional forms of education. External and internal drivers of digital transformation are identified, as well as technical, organizational, staffing and socio-cultural barriers. The development of students' educational needs should be based on systematic integrated projects, digital portfolios and methodological recommendations for mastering digital skills. Information culture is seen as an indicator of professional competence and successful socialization. It is concluded that digital transformation requires the restructuring of all university structures, the reorientation of the teacher to a moderator and mentor, as well as the formation of students' motives for continuous self-education.

    The chapter considers the transformation of the institute of mentoring in the modern system of higher education in Russia. In the context of the rapid transformation of the labor market, the classical model of knowledge transfer is giving way to the concept of joint construction of meanings, where mentoring becomes a key mechanism for ensuring the quality of education and socialization of graduates. The purpose of the study is a comprehensive analysis of the role, functions and models of mentoring, as well as identifying the prospects for its development, taking into account the integration of digital technologies. A comparative analysis of various models has been carried out, their strengths and weaknesses have been identified. A transition to a comprehensive, systematic mentoring model is proposed, including regulatory support, digital infrastructure, and a motivation system. It is emphasized that the introduction of artificial intelligence technologies is able to personalize the process, automate routine tasks and increase the effectiveness of mentor-mentored interaction.

    The chapter notes that the transformation of higher education and the transition to the digital university model highlight the relevance of organizing independent work for students, particularly those in engineering disciplines, when learning a foreign language within the electronic information and educational environment (EIEE). Based on a theoretical analysis of scientific literature, key factors influencing independent work in a digital environment have been identified. It is established that psychological determinants include academic self-regulation, the motivational-volitional sphere, cognitive styles, language anxiety, and digital competence. Pedagogical determinants encompass modular design and microlearning, pedagogical support (scaffolding), critical integration of artificial intelligence tools, formative assessment, and gamification. A theoretical model for organizing independent work has been developed, comprising motivational-goal, content-operational, communicative-collaborative, and evaluative-reflexive components. The study concludes that the technological infrastructure of the EIEE requires specific pedagogical design and consideration of the psychological characteristics of engineering students. The findings of the study can be applied in the design of educational programs, the development of teaching materials, and the creation of support systems for independent work in digital universities.

    The chapter reveals the concepts of “behavioral safety” and the related concept of danger, provides classifications of dangers, and outlines the goals of teaching students about safe behavior. The authors analyze the Federal Working Program for the subject “World Around Us” and argue that the most effective approach is an integrative one, where knowledge and skills of safe behavior are not taught as a separate course, but are systematically integrated into various components of educational and upbringing activities. The main content of the study focuses on the methodological framework for developing these skills through classroom activities. In the lessons on the world around us (in accordance with the Federal State Educational Standard for Primary General Education), students study topics directly related to road safety, fire safety, and safety when interacting with strangers, among other things. The authors explore the use of visual aids, game technologies, and problem-solving exercises in the lessons on the world around us in primary school.

    This paper examines the current landscape of AI and digital tool integration in educational environments, analysing key application domains and their pedagogical implications. Drawing on empirical research, OECD statistical data, and UNESCO policy guidance, the study identifies the principal areas in which AI is transforming teaching and learning: adaptive learning systems, intelligent tutoring, automated assessment, and administrative automation. Barriers to effective implementation – including infrastructure gaps, teacher readiness, data privacy concerns, and algorithmic bias – are systematically analysed. Strategic recommendations are proposed for educators and policymakers seeking to harness AI capabilities while mitigating associated risks. The findings emphasise that sustainable integration requires a systemic approach that prioritises pedagogical intent over technological novelty.

    Abstract:
    The article is devoted to a theoretical analysis of the problem of post-traumatic stress reactions in children whose parents are involved in a special military operation. Clinical manifestations of PTSD in children of different ages, features of its course in the context of an abnormal family crisis are disclosed. Based on the analysis of modern research and regulatory documents, methods of psychological diagnosis of PTSD in children adapted for use in an educational environment are considered. Strategies for early psychological assistance to children of SVR participants in the conditions of a general educational organization are justified, including the creation of an injury-informed environment, primary response algorithms and psychocorrection interventions. The theoretical significance of the work lies in the systematization of approaches to diagnosis and early help for children with post-traumatic stress reactions in an educational context.

  • The effectiveness of an integrative program for the formation of psychological well-being among future linguistic teachers

    Abstract:
    This article presents the results of a formative experiment evaluating the effectiveness of the "PERMA Profile for Language Teachers" program, aimed at the comprehensive development of psychological well-being in future foreign language educators. The study involved 100 fourth-year students majoring in pedagogical linguistics (Experimental Group = 50, Control Group = 50). The 36-academic-hour program was implemented in three stages and comprised modules targeting emotional intelligence, growth mindset, and positive affective experiences in language learning. Statistical analysis revealed significant positive changes in the experimental group across 14 out of 17 measured indicators, including previously identified areas for development (engagement, meaning, self-control, and sociability). The control group demonstrated no systemic improvements, with negative trends observed in several parameters.

    Abstract:
    The paper presents the results of a study examining the practices of using medicinal plants (chamomile, wormwood, dog rose, and hawthorn) among the population of the Chuvash Republic, as well as an assessment of respondents’ attitudes towards the independent harvesting of herbal raw materials and towards pharmaceutical forms. The aim of the study was to test the hypothesis that there is a high level of public trust in the healing properties of traditional medicinal plants and to identify the reasons for preferring purchased raw materials over self‑collected ones. The empirical part included an analysis of scientific literature, a sociological survey (n = 28), and the systematisation of data on the pharmacological properties, chemical composition of the plants, and safe practices for working with herbal raw materials. The results showed that chamomile is the most sought‑after plant (39 % of respondents), while more than 70 % of the surveyed individuals prefer pharmaceutical‑grade raw

    В работе предлагается теоретическая модель преодоления проблемы дефицита данных при обучении нейронных сетей распознаванию редких и технически сложных элементов в фигурном катании. Обосновывается использование синтетических наборов данных, генерируемых в физически корректных симуляторах, как основной способ формирования сбалансированных обучающих выборок. Особое внимание уделено архитектурным решениям в области доменной адаптации, включая методы рандомизации домена и состязательного обучения, которые позволяют минимизировать разрыв между виртуальной симуляцией и реальными видеоданными. Предложенный подход позволяет создавать высокоточные системы спортивного анализа, способные классифицировать уникальные прыжковые каскады в режиме реального времени.

    The study focuses on a new stage in the formation of business conditions. The issues of continuity in public policy and consistency in approaches to improving business conditions and the investment climate were addressed. The prerequisites and foundations of approaches to creating a business environment have been identified. The main characteristics of the implementation of three previous large-scale projects are presented. The format of the national model of target business conditions has been considered. The article focuses on the structure of the national model as a unified whole system and highlights its complex nature. The results of the analysis of problematic issues in the field of labor standards are reflected. The article concludes that it is necessary to study the methodology for forming a national model, interdepartmental relationships, the principles of validity of key performance indicators for implementing a national model, and measures to achieve them.

    Digitalization creates new opportunities for the formation of digital companies and platforms. Adaptation of antitrust legislation to the needs of the digital economy requires the development of legal instruments to counter anticompetitive behavior. The purpose of the paper is to summarize research and practice of developing effective legal remedies against abuse of a dominant position of digital platforms in light of their multifaceted nature. The research methods used are general scientific methods, analysis of global experience of antitrust regulation of digital platforms that abuse a dominant position. Changes in the contours of business models of digital platforms are identified, manifested in network effects, the use of collected data, pricing algorithms, artificial intelligence and leading to the establishment of market power and restriction of competition in the market through manipulation, discrimination against competitors, suppliers and consumers. Trends in the application of legal remedies for competition in digital markets by antitrust authorities are considered: emphasis on preliminary behavioral conditions at an early stage of cases; a combination of behavioral and structural conditions to achieve the maximum effect on competition; The study takes into account economic and legal analysis of platform abuse in the marketplace. The importance of incorporating restorative measures to protect competition into legal remedies that may require structural interventions in digital platforms is noted. The results of the study can be used in the practice of antitrust regulation of digital markets.

    The chapter examines physical culture and sport as a specific sector of the national economy, possessing a dual nature – socially oriented and commercially significant. The need for a transition from a sectoral understanding of physical culture to its interpretation as a multifunctional sector generating direct and indirect economic benefits is substantiated. The objective of the study is to systematize the criteria for the effectiveness of the physical culture sphere and to reveal the mechanisms of the multiplier effect arising from the implementation of sports programs and projects. As a result of the work, the author’s system of performance assessment indicators, differentiated by management levels (federal, regional, local) is proposed. A structural and logical model of the multiplier effect has been developed, reflecting the relationship between investments in physical culture and the growth of related industries: tourism, construction, the entertainment industry, the production of sporting goods, as well as social effects (reduced morbidity, increased labor productivity, improved demographic indicators). Key factors limiting the realization of multiplier potential are identified, and areas for improving management decisions are proposed. The chapter's materials can be used by government agencies in developing strategies for the development of physical education and sports, as well as in research and educational activities.

    Abstract:
    The article discusses banking and non-banking services provided within the framework of the ecosystem of VTB Bank (PJSC), as well as analyzes the tariff packages of settlement and cash services. It is noted that the ecosystem approach helps to reduce starting barriers, optimize operating costs, automate non-core tasks and reduce commercial risks for small businesses. It is concluded that the ecosystem of VTB Bank (PJSC) has a positive impact on the formation and development of small businesses.

    Abstract:
    This paper examines the role of digital transformation in the development of small and medium-sized enterprises (SMEs). Based on the analysis of empirical studies and international statistical data, the study identifies key areas of digital adoption and their implications for business performance. It is shown that digital technologies enhance firms’ adaptability, support process optimization, and expand access to markets. At the same time, the effectiveness of digital transformation depends on the level of digital maturity, availability of skills and resources, and the quality of institutional support. The findings highlight the importance of integrated implementation approaches.
