- Higher education in the Russian Federation is one of the priority areas for the state. An important direction of the strategic policy of state administration is the management of the education process. The statistics of the last twenty years confirm state and municipal universities provide that Russian higher education to a greater extent. The effective management of university resources comes to the fore in developing the management system of higher education. At this stage, there is a need to improve the financial activities of universities. The role of financial support for operational processes in the universities of the Russian Federation deserves special attention. The financial stability of state universities is the basis for the sustainable progressive development of this area. In the tasks outlined, the author proposes a model for analyzing the financial stability of a university, and presents a tree of properties illustrating this model. It took one or 100 percent as the ideal indicator, and we assigned all indicators points under their correlation with the normative value. By examining each indicator, the university is able to analyze the reasons for negative results and take measures for positive changes or maintaining the required level if the university's resources do not allow for the planned changes. An analysis of the financial sustainability of a public institution of higher education is extremely important in terms of improving the efficiency and effectiveness of their activities, which require optimization and cost reduction, and ensuring financial sustainability. This is a priority for the management of each university and will increase the level of planning for unreasonable balances of subsidies for the implementation of the state task, help to avoid inefficient planning of financial and economic activities.

- The article deals with the problem of the influence of distance learning on the level of physical fitness of students. The use of modern information and communication technologies has led to the creation of a new educational environment, which, as part of the training, has provided students with the opportunity to independently acquire knowledge in the context of constantly updated information. The discipline «Physical Education» is one of the main practical classes in the university program, and in order to assess how the new proposed training conditions will affect the quality of physical fitness of students, we will conduct a study within the framework of physical education classes. The aim of the study is to analyze the impact of distance learning on the level of physical fitness of students. Objectives of the study: to consider the content of distance learning, to analyze the passing of the standard running 100 m., to conduct an experiment and check the impact of distance learning on the level of physical fitness of students, to draw conclusions and make recommendations. The research methods are the generalization of scientific and methodological literature, the method of mathematical statistics, and the pedagogical experiment. Organization and results of the study. The study was conducted with students of the 1st year of full-time study at the Perm State Technical University. As a result of the experiment, it was revealed that during distance learning, the theoretical part of the students mastered better, and in the practical part (running 100 m.), the results deteriorated, since most of the physical culture program was presented in the form of theoretical and methodological-practical sections, and there was no possibility of active and systematic running, mastering technical and tactical training techniques and improving them.

- Nowadays, large educational institutions focus primarily on the formation and development of basic skills. In air training schools basic skills are supplemented by professional skills. For further work in aviation units, graduates must acquire such qualities as communication skills, creativity, ability to work in a team (crew), and the ability to think critically. But without basic professional skills, cadets will not be able to master the most complex modern aviation equipment. Therefore, for the formation of these skills, it is necessary at the initial stage to be able to solve educational and professional tasks of various levels of integrativity. This article presents the solution of educational and professional tasks of various levels of integrativity, which is a necessary condition for improving the professional level of cadets. The soluition of the educational and professional tasks of different level of integrity as an innovative didactic mean of formation of basic professional skills represented as an integrative course based on the modular approach includes cross-subject lectures, various practical trainings and self-tuition aimed at solution of both academical and professional task of various levels of integrativity via interrelation of special subjects (military and professional) and flying practice.

Multi-Level Complex Tasks in the System of Assessment Tools (On Example of a Physics Course)

- The article discusses the problem of forming a system of assessment tools in the context of modular competence-based learning. The aim of the research is to find the optimal means for assessing the level of competence formation. In author’s opinion, one of the abovementioned means is complex tasks that include several multi-level components. Based on the analysis of ways to solve this problem, presented in the scientific and pedagogical literature, the author offers criteria for selecting tasks for the formation of a system of assessment tools aimed at diagnosing the level of formation of necessary competencies, shows the role of complex tasks for such diagnostics. Using the example of the physics course, their possible structure and the problems solved by individual elements of this structure are reviewed. Examples of such tasks are given, and it is shown that they allow to diagnose the level of formation of individual elements of competence, adjust teaching methods and motivate students to work actively, seek out additional information, promote awareness of the importance of discipline as a professional one. The results of the research generalize the personal experience of teaching physics at the Far Eastern Federal University and can be used by university teachers in creating their own system of assessment tools.

- In the modern world, the situation when a sufficiently promising organization suffers from a lack of funds to implement its goals and objectives is quite common, and it is investment that helps such organizations to attract additional funds and improve their position. However, there are a number of problems, one of which is limited resources. Limited resources make organizations struggle to attract these resources and create competition between them. The second problem is the level of risk. There are a huge number of organizations, each of which has an individual structure and different financial position. Thus, the level of risk from investing in a particular organization will also be different. Together, all of the above is a prerequisite for the emergence of the concept of "investment attractiveness".

- Market conditions of management necessitate regular assessment of the competitiveness of the enterprise and the analysis of its defining indicators, but a single well-established methodology for such an assessment in modern conditions is not available. The study shows the implementation of a combined approach (based on the concepts of commercial activity, «4P» and the concept of M. porter) to assess the competitiveness of a commercial organization that sells agrochemical products. The following methods were used for the study: system and logical approach, comparative, economic-statistical and graphical methods. The results of the study were the development of ways to improve the competitiveness of a commercial organization that sells agrochemical products, and forecast calculations of changes in the level of its competitiveness and economic efficiency.

Self-assessment of a junior schoolchild is an unstable phenomenon and becomes differentiated. Features of education quality evaluation of technical universities graduates

- The main tools and conditions for the effective implementation of evaluation tools for assessing the education quality of technical universities (faculties) graduates are defined in this paper. The author reveals the main approaches to the notion of the quality of education and its evaluation, defines the concepts of "quality of preparation" and "quality of education" of graduates of universities. Analytical expressions are proposed for calculating the coefficient of student`s preparation level based on the semester results and the quality of education during the training period, including the indicator of the quality of training, assessment of practices and final qualification papers, and the scores of the labor potential.
