- Abstract:
- Formation of human resources potential is an important task at the current stage of economic development of Russia. Digitalization of the economy gives rise to problems, including the risk of reduced employment stability (due to the fact that artificial intelligence replaces human resources and reduces the number of jobs) and the need to retrain specialists both within the region and their migration to areas with a shortage of labor resources. The difference between supply and demand in the labor market is explained by many factors. This may be a national problem – an excess of graduates in humanities and social sciences, which leads to a situation where candidates are forced to look for work unrelated to their education. Or these may be regional reasons. This problem can be reduced by the sphere of additional education, which allows retraining and developing the necessary competencies for applicants. Identification of the complex effect of the influence of various factors on the successful employment of citizens; is a time-consuming, complexly structured scientific task, for which it is proposed to use cognitive modeling. Based on the constructed model, scenarios for the development of labor resources are determined, taking into account regional peculiarities; assessment of the needs of the region in training and retraining of personnel. Their analysis and selection of the most promising scenarios from the standpoint of minimizing the costs of retraining citizens, as well as the constructed functional models of the procedure for selecting candidates among unemployed citizens for additional training (a model reflecting the current state of the research object and models reflecting possible scenarios for the development of the research object) can become the basis for developing a methodology for selecting candidates for additional training for a program that meets the needs of the citizen and the existing offers in the region.

- Higher education is the most important factor in the country's economic development, meeting its needs for professionals trained in universities who are capable of implementing the strategy of technological leadership and making the national economy effective and competitive in the context of political and economic sanctions against Russia. Much attention is paid today by higher education authorities to organizing educational work in universities and involving students in various «activities», which is often done in universities even by removing students from classes. However, due to political and economic sanctions against Russia, the national economy is experiencing a major shortage of professional personnel, which can and should be replenished by university graduates. As a result, higher education authorities and Russian universities should currently pay special attention to the development of higher education as professional education. Unfortunately, administrative and economic methods prevail in matters of the content and organization of higher education in universities, reducing the effectiveness of the development of higher education, namely as professional education. This is due to the fact that the management of universities is forced to pay more attention to financial issues in order to optimize and reduce costs, receive (earn) money through grant activities, implement business contracts, change staffing by increasing the intensity of teachers' work, etc. The study of the situation with Russian higher education, including the method of included observation, allows us to identify problems in the field of training modern professionals in domestic universities. At the same time, the «new model» of Russian higher education, which is planned to be implemented in universities by higher education authorities in the near future, from the standpoint of its possible effectiveness raises many doubts that it will ensure the predictive development of higher education as professional education and will allow meeting the needs of the national economy in the professionals it needs. As a result, the issue of solving all the problems identified in the work, both in higher education itself and with higher education itself, becomes relevant. Based on the analysis, including the conclusions of experts and specialists in the field of higher education development, the needs of organizations for university graduates, a number of measures are proposed that allow, to a certain extent, to solve the existing problems in the area under consideration.

Challenges for Implementation of Project-Based Learning at Universities

- The gap between qualification of university graduates and real market demands, which has been observed over the last decades, reveals the challenge of deploying project-based educational technologies in higher education. The chapter is aimed at analyzing findings of applying a project-based approach in higher education in Russia. The study was carried out over the period of 3 years involving interviews of freshmen. The research discloses the major benefits and possible hurdles engaged in the process of introducing project-based technology in Russian higher education. The most significant positive results noted by the respondents, were the acquisition of team work experience and development of communication skills. Among the problems associated with the implementation of project tasks, the greatest challenge is presented by the task of building communications with outside organizations. A conclusion was drawn that the key obstacles for first-year students are linked to secondary school education. This can be explained by the current dominating role of traditional teaching methods at schools discouraging the development of practical skills. The study has shown that gaps in school education can be largely solved already in the first year within the framework of project-based learning. The above given evidence makes it possible to conclude that it is necessary to introduce various forms of project-oriented activities into the school curricula. Findings of the empirical research carried out in the study have major implications for teachers in higher educational establishments who are involved into guiding project-based activities of first year students.

- The chapter examines the theoretical aspects of the problem of the information literacy formation, as well as significant media qualities of studying youth’s personalities, and their socialization in the context of global informatization of education. Personality is understood as a complex, versatile, and voluminous concept of the inner and social essence of an individual. It is defined as a person who constantly develops his inner qualities in a social environment, manifested in the process of communication. The possibilities of the influence of media environment and media education on the formation of student’s personality and media literacy in architectural, artistic, and technological directions and design are investigated. The process, methodological features, and results of professional and artistic education in the media environment and the real environment were also explored in this article. The author concludes the importance of acquiring media information literacy, critical thinking in the formation of a student's artistic and professional personality, and his successful socialization in the media environment. Socialization in the media environment is viewed as a self-developing professional entry into a new information system with the assimilation of rules and acquisition of knowledge and skills, excluding social risks. The research methodology is based on the interdisciplinary paradigm, the principles of consistency and scientific nature, psychological and pedagogical concepts of personality-oriented education as well as the didactic concept of teaching via digital technologies. The educational technologies described by the author can be applied in teaching art students, architects, art-technologists, and designers.

Current trends in the development of the modern system of higher pedagogical education

- The Higher Pedagogical School is focused on the formation of students' ability and readiness for continuing education, professional and personal self-development and self-education, necessary in an era of intense social, economic, political and technological dynamics of change. The purpose of this article is to identify the current directions of development of the Russian system of higher pedagogical education in new socio-economic and socio-political conditions. The article considers the following areas of development of higher pedagogical schools: the transition to a unique national system of higher education; the creation of new models for evaluating the results of higher pedagogical education; the introduction of the "Core of higher pedagogical education" taking into account an interdisciplinary approach; the creation of a system of interregional pedagogical districts based on pedagogical universities. The article notes that the creation of a new national system of higher education gives Russian pedagogical education a more modern, competitive and qualitative character, thereby contributing to improving the professional training of future teachers and creating conditions for the implementation of trajectories of continuous pedagogical education. The article uses a theoretical method in the form of analysis of sources, as well as synthesis based on them. It is concluded that the key factor in the development of the higher education system and ensuring its high quality should be a harmonious combination of basic knowledge and practical training of students.

- The study focuses on the investigation of the process of forming the motivational aspect of the professional competency of cadets at a maritime university in a blended learning environment. Given the digitalization of higher education and the specific requirements of the maritime industry, there is a need to provide a solution in response to the demands of ship owners. Employers seek to employ motivated young professionals who are not only skilled in their field but also possess a drive for professional growth. The aim of professional training is to develop competencies, while the motivational element remains unaddressed. It is essential to develop techniques that facilitate the development of this aspect. Professiographic monitoring represents a relatively underexplored technique. The objective of this study is to devise and validate the feasibility of utilizing this approach within a maritime university context. The model for the development of the motivational aspect of professional competence has been created and tested. This model defines the role and components of professiographic monitoring. Its functions have been proposed and criteria for assessing the level of motivation in professional competence have been defined. The results of the study demonstrated positive trends in the development of motivation among cadets, indicating a positive impact on their professional competence.

On the question of the life purpose of man as a psychological category

- The presented article is devoted to the problem of human purpose in life as a psychological category. The importance of addressing the study of this issue is associated with the transformations taking place in society, leading to a sharp increase in cases of escapism and the desire for hedonism, as fundamental life guidelines of a modern personality, preventing a person from finding his true purpose in life, its meaning. However, despite the fact that interest in this issue has been growing lately, it is difficult to consider it finally resolved. The objective of this study is to determine the content of some aspects of the issue of human purpose in life as a psychological category. The method of this study is a theoretical analysis and generalization of existing scientific studies that reveal the main content of the category "human purpose in life", as well as related concepts. It has been established that a person's life purpose is a characteristic of the basic level of personality (the core of personality) and represents the initially given natural orientations of a person, his general life direction, expressing a predisposition to a certain type of functioning, style of activity, type of relationship with oneself, people and the world as a whole; a person's purpose is to become oneself, to self-determine in being, freely realizing (or freely refusing to realize) the plan for oneself. All individual callings of a person are particular ways of realizing the universal calling. The purpose of life for people gives vector certainty and programmatic nature to a person's life intentions, his ideals, dreams, life goals, life results. Values act as universals of the meaning of life, which crystallize in situations typical for society, humanity as a whole; the desire to search for and realize the meaning of life by a person is a need of a person and characterizes him as a subject of life activity. The meaning of human life is a complexly organized system of meanings, including multi-level semantic structures and functioning as a single whole.

- The increase in global interactions has caused a growth in the exchange of ideas, beliefs, and culture. These phenomena have also affected schools, so it is important to develop intercultural competence in teachers. The study involved students who studied in 2013–2018 at the Faculty of Psychology and Pedagogy of the Chuvash State Pedagogical University named after I. Ya. Yakovlev. The study was conducted in three stages: 1) identifying the levels of the motivational and value component of intercultural competence; 2) organizing and conducting field research by students in order to form the cognitive-activity component of intercultural competence; 3) re-diagnostics of the motivational and value component. The main content of the article reveals the results of field research conducted by students of the pedagogical university under the supervision of the author in Chuvash, Russian, Tatar and Mordvin villages of the Chuvash Republic.
