- The study of problems associated with the dynamics and fluctuations of the economic environment requires the continuous development of the project, which is a complex and multifaceted phenomenon that has identified many unresolved problems, especially in light of crises. The choice of other business processes for outsourcing is an important problem, the solution of which depends on the efficiency of the development of industrial enterprises. They require continuous development and improvement of the system for organizing the activities of the enterprise, the development of new, progressive management forms and methods that can reduce and reduce the impact of negative factors on its development indicators. This is especially true for industrial enterprises. The results of a ten-year study of students of the Faculty of Sociology and Management of Ryazan State University named after S.A. Yesenin are presented. Various methods were used to analyze the peculiarities of students' perception of their future professional activity in the context of considering it as professional creativity. The dependence of the conditional level of creative potential and motivation to solve previously unknown professional and creative tasks was determined, as well as barriers blocking the achievement of the goal were identified.

- The article is devoted to the peculiarities of the formation and development of library management of the Chuvash Autonomous Region. The purpose of the article is to consider the state of library management in Chuvashia in the 20s of the twentieth century and the main activities of reading huts and libraries in raising the educational and cultural level of the population in the period under review. The article is written on the basis of a thorough analysis of a wide range of literature on the topic, statistical collections, the study and selection of materials from central and local state archives, most of which are introduced into scientific circulation for the first time. It was revealed that in the years under study, many methods of mass work were developed and tested in practice, which, being improved at subsequent stages in connection with new tasks, have been used and used by libraries to this day: thematic book exhibitions, review evenings, literary evenings, evenings for discussion of new works of fiction, long-term mass campaigns to promote relevant books and libraries among the population, etc. It is concluded that libraries and reading rooms during the period under study gradually gained experience in cultural and educational work: from the mechanical issuance of books, passive service of readers to the search for methods of active work among the masses. By the mid-1920s, libraries and reading rooms began to switch to more organized and planned work.

The paper analyzes different variations of conditions that determine the formation of an innovative economy and an increase in the country's rating at the global level. The main factors that have the maximum impact on the innovation activity resulting indicators are investigated. Innovative development forecast models are constructed depending on the changes intensity in factors that are sensitive to variations in global trends. The need for a systemic restructuring of the traditional economic structure is argued. Scientific and practical recommendations are proposed for increasing innovative activity and increasing the digital culture of Russian economic entities taking into account the existing opportunities and potential of world leadership.

- The relevance of the material lies in its demand due to changes in the domestic economy under the pressure of various force majeure circumstances (COVID-19, various anti-Russian sanctions from unfriendly countries) and the search for ways out of the current difficult situation. In this way, the author sees the improvement of the project personnel management system to preserve the "human capital" and all its components as one of the target indicators. There is a search for new tools and models for "stitching bottlenecks" in the personnel direction. New vectors of development in the most promising areas are predicted. The methods of empirical research are defined: system analysis, comparative analysis, economic and mathematical methods, observation method and others. One of the main research methods is also the normative method, which allows calculating the main indicators of the use of labor resources in project activities on the basis of appropriate methods.

- Strategic management of spatial development of the agricultural sphere is organized as a single integrated system in which its constituent elements are aimed at contributing to the overall result. In the new economic conditions, the decisions announced in the «Strategy for the Development of agro-industrial and fisheries complexes of the Russian Federation for the period up to 2030» dated April 12, 2020 №. 993-р, in the State programs «Integrated development of rural territories», «Effective involvement in the turnover of agricultural land and the development of the reclamation complex of the Russian Federation», «The state programs for the development of agriculture», «The Development of the fisheries complex», «The Federal Scientific and Technical Program for the Development of Agriculture for 2017–2030», etc. should systematically identify development opportunities on the one hand, and influence the entrepreneurial initiative on the other hand, and, therefore, require systematic monitoring and elimination of parallelism in management decisions. Under the sanctions imposed by Western countries against Russia, agriculture remains the leading industry in the country's economic system. In the new economic conditions, the management of spatial development of agriculture is in urgent need of scientifically based planning and forecasting of economic resources, including managerial personnel. The development and substantiation of an up-to-date resource forecasting methodology corresponding to modern conditions of agricultural development is the most important task of managing the spatial development of the industry. In addition, the key role of the digital economy and digitalization in the management of the agar sector in modern conditions serve as a tool for the transition of the industry to a new technological level, since, on the one hand, they were previously unused sources of achieving economic growth of agricultural industries, efficiency and efficiency of management processes, and, on the other, they become a powerful incentive innovative spatial development of rural areas of the country, especially geostrategically important macro-regions. The study presents an analysis of a significant amount of factual data, on the basis of which meaningful conclusions are made: it is established that strategic scenario planning and forecasting of spatial development processes of individual branches of agriculture belong to the methods of public administration and are necessary economic tools during the crisis; the current methodology of forecasting human resources in the field of management is substantiated, which corresponds to the modern conditions of development of individual macro-regions, and is also the most important state task in the strategic management of agriculture; an economic model is constructed that allows assessing the need for managerial personnel in the medium term, taking into account the influence of external economic factors; the use of digital technologies in agricultural organizations, costs are analyzed on scientific research in the field of science «agriculture», the level of innovation activity, the costs of organizations for innovation activities, as well as the volume of innovative products on the example of individual subjects of the Federation.

- The formation of a digital education space is an important moment for the development of the education system in the modern world. The article analyzes the problems of ensuring the security of information technologies in the management of the educational process of organizations, the risks and threats of open Internet resources in the context of integration and inclusion. It is proposed to identify the process of forming digital mentors in a pandemic Covid time as a safe expert space that can reduce risks and threats. Materials and Methods. Using the method of descriptive analysis of datasets voluntarily made publicly available on the Internet by educational organisations allowed the authors to investigate examples of large-scale projects of virtual schools in the formats of exchange models for information subscribers and system integrators. The issues of ensuring the safety of underage users, legal shortcomings of access and protection of Internet consumers of open educational resources were discussed. Results. The study has shown that the evidence from innovative processes of developing and producing open educational resources is complex, context-specific and difficult to generalise. Such initiatives require significant organisational change, including external partners of educational organisations and stakeholders with different cultures and educational practices. The authors highlight the use of benchmarking technology as a tool for the quality of intellectual integrations and the effectiveness of educational activities as a whole as an important condition for the success of the processes taking place. In the context of the research, the authors raise the issue of computer addiction among pupils and students and their safe interaction with multifaceted information online, drawing attention to the need for legal and educational measures for online safety, which should be planned and implemented in the educational organisation on a regular basis. Open educational resource OER initiatives are related to institutional change and require appropriate pedagogical and psychological approaches and legal support to help all actors in the educational space adapt to changes in the IT culture. The materials of this article will be useful to specialists and educational managers, including inclusive education, in developing prospective strategies for digital education and models for the development, production and maintenance of open educational resources.
