- The present article examines the strategy of interaction of the state and small business as a factor of innovative development – which is a very topical issue, since small innovative businesses are enterprises that are on the balance of industrial property applied objects (patents, utility models, industrial designs), as well as those that systematize and protect intellectual property from commercial secrets. At the same time, the innovation activity of small business, according to the authors, is not a custom-made industry, as a rule, this industry requires more development than funding. In this connection, for the formation of innovative forms and the implementation of their activities, commercialization, expansion of strategic management, and the accession of subjects of state innovation institutions, it is necessary to create an adaptive environment for the development of small business.

Features of Family Interaction in Inter-Confessional Families

- Abstract:
- The article is devoted to studying the features of interaction in young families where the spouses profess Islam and Orthodoxy. Muslim and Orthodox families also participated in the comparative study. The Mann-Whitney U-test was used to assess differences in the indicators of these groups. The family sociogram (variants of a real family and an ideal family), the family environment scale, and the method «Analysis of family relationships» (a questionnaire for parents) by E.G. Eidemiller and V.V. Justickis, unstructured interview with the respondents were used as the research methods. It is established that family interaction in inter-confessional families is characterized by the preservation of the Patriarchal family hierarchy, relationships are maintained among members of the extended family, and an attitude towards preserving humanistic values is formed between the spouses. The spouses care for each other to a high level, and the partners have a strong sense of belonging to the family. Some violations in the styles of family education were revealed, namely, the presence of dominant hyperprotection, condoning hyperprotection, and moral responsibility. At the same time, condoning hyperprotection is more pronounced and more common in male fathers from interfaith families.

- The article is devoted to a particularly important problem for higher education: the possible risks in the interaction between the university lecturer and the students in the conditions of the pandemic caused by COVID-19. Views of various university professors on the problem are presented. Special attention is paid to several possible risks in the interaction between university lecturer and students: disruption of normal human communication; the state of modern technology – the Internet and the computer; the readiness of the two subjects – the university lecturer and the students to communicate optimally in the Internet space, realizing the two main forms of education: online learning and distance learning; the identification of the two forms of organization of the interaction between the university lecturer and the student in the conditions of a pandemic – online learning and distance learning; the overcrowding of the university lecturer when using online learning or distance learning, which has a negative impact on his health.

Methods to Form the Pedagogical Culture of Parents in the Educational System of the School

- The article deals with the concept of pedagogical culture of parents, the goals of development of pedagogical culture of parents and methods of formation and improvement of the level of pedagogical culture of parents. The paper focuses on the tasks of interaction between an educational institution and the family in the upbringing of children. Methods of study. To study the possibility of forming a pedagogical culture of parents, we used a questionnaire to survey the needs of parents to interact with the educational institution and the interest of teachers in working with the family, the «Ideas about the ideal parent» method by R. V. Ovcharova, Y.A. Degtyareva, «Family Biofield» inquirer by V. V. Boyko and «Determination of parenting skills» questionnaire by O.L. Zvereva. Results of the study. The article shows the results of the impact of the program, which includes a seminar using the case technology «pedagogical culture of parents» and parent training based on the program «education based on common sense» on the formation of the pedagogical culture of parents. Conclusion. The results of the study proved the possibility of purposeful formation of the pedagogical culture of parents in the educational system of the school and the high efficiency of practice – and personality-oriented methods of such work, and also showed greater competence and awareness among parents and kindergarten teachers in the education of children.

- The author of the article pays special attention to the fact that in modern world with its mass migration of the peoples as well as the formation of the international information sphere, the threat of the interethnic conflicts in the frame of rejecting another culture has become aggravated. The author outlines that motive for appearance of the negative phenomena in society is underlined in shortcomings of education of interethnic culture in family, in primary and secondary education in school. The problem of ethnic conflicts prevention by the formation of the sphere of positive international relationship on the base of tolerance, understanding each other, reception of the values of the human approach to the ethnic problems in school and university surroundings introducing the students of different nations to the music culture of the Khakass people, upbringing interest in it, love and affection to little motherland is reviewed in the article. It is suggested to solve the problem by the means of the musical art in process of preparing future teacher – musician for the work in multicultural sphere. The purpose of the article is to consider the formation of international cultural relations among students and schoolchildren. Methods. The practical implementation of the educational potential of the Khakass music at the music lessons in general school is demonstrated. The description of the preparation to the music lesson on the base of material of the Khakass Region, which was presented by the student-teacher is pointed out. The video clip about Khakass nature accompanied by the sounds of the original national Khakass Instruments was shown. After listening the piece “Solar sign” from the cycle of children pieces “Sunny chathan” by composer T. Shalginova, the discussion about original music language of the piece took place, and then the lyrics of the song “Land of mother” by the first local professional composer G. Chelborakov were learnt by heart. Results. At the end of the cycle of the lessons dedicated to Khakassia, the student held the survey in school classes. The results of the survey confirmed the validity of the general methodological approach to the formation of interethnic cultural relations in the student and school environment

Network Interaction Within the "Service" Concept of Educational Institutions (On the Example of the Tomsk Region)

- The author emphasizes that ongoing global changes in society, new directions of sociocultural development have led to the necessity of making changes in requirements of the quality of education on every level. It is noted that these new requirements imply not only pupils’ subject knowledge development but also their metasubject and personal competence formation. Educational institutions faced difficulties while establishing educational process in accordance with the introduced state directions. The author comes to the conclusion that in search of the solution, educational institutions started to form networks and communities that let integrate both resources and abilities to succeed in fulfilling of the tasks given by the government. The concept of a “service state” is considered; principles of service activities of educational institutions are defined; client focus of educational institutions is reviewed; the main provisions of the network interaction of educational institutions are presented; regulatory acts, projects in which the network interaction in the field of education is fixed are analyzed; an independent assessment of the quality of education is given; educational institutions that occupy leading places in the opinion of service consumers about network interaction, taking into account the focus on the need of direct service consumers are considered. In the course of the study, the following methods were used: analysis and synthesis, comparison, interviewing. The result of the study was a network interaction project taking into account the focus on service by the Humanitarian Lyceum in Tomsk and Tomsk State University.
