The use of modular technology in the design of basic educational programs in accordance with the FES of HE 3 ++

- The article shows the problems of developing educational programs and curricula in accordance with the Federal State Educational Standards of Higher Education (FES of HE 3++). Federal Law №273 «On Education in the Russian Federation» states that the introduction of basic educational programs implies the use of structures for the design of educational activities, based on the principle of a modular understanding of the basic educational program. and curriculum design. The article proposed one of the options for the formation of such modules in the design of basic educational programs in accordance with the FES of HE 3 ++. With this approach to educational programs formation in various areas of training students of higher education institutions, problems can be solved in the development of basic educational programs of previous FES of HE++, the labor costs of the teaching staff in developing various educational and methodical documentation can be optimized, the requirements of employers for the effectiveness of training future professionals can be taken into account.

- Abstract:
- The article deals with the problems of professional training of persons serving sentences in correctional institutions. Getting basic general education by convicted persons is an effective means of correction and contributes to the further re-socialization of the individual after release. The article deals with the features of the educational process in relation to certain categories of convicts (disabled, minors). The authors have analyzed the foreign experience of the use of educational and vocational programs in relation to prisoners (on the example of programs in the USA) and drawn conclusions about the possibility of using this experience in peal institutions of the Russian Federation. Based on the analysis of practical experience in the implementation of educational programs in the institutions of the penal system, the authors have proposed revisions and additions to the articles 108 and 112 of the Criminal executive code of the Russian Federation.

- Effective activity of each university is impossible without taking into account its specifics and individual features. In this regard, in each educational institution there is a need to develop and apply additional competencies, and accordingly their own work programs, pedagogical innovations, methodological and didactic materials on academic disciplines in addition to the competencies specified in the Federal State educational Standards of Higher Education that meet the requirements of the competence approach. Such concretization taking into account regional, mental, personal features both of teachers and students is inevitable. Therefore, some opportunity to maneuver is necessary, making something of their own, individual by each university, each individual teacher in the education process. In KBSAU named after V.M. Kokov the pointed out work is carried out within the framework of special professional competences. The authors of the monograph tried to justify the necessity and usefulness of such competencies usage, to show how their use affected the disclosure of personal qualities of students, the development of their abilities for independent work, the creation of new models of lectures and classroom trainings at the university, presented methodological approaches to the organization, conduct and evaluation of extracurricular work.

On the state and improvement of the educational system in Russia

- Abstract:
- Disadvantageous features of the education system reform implementation in Russia, worsening the quality of education of university graduates are identified in this article. The author suggests measures to modernize (improve) the education system. On the basis of research`s results made by domestic and foreign scientists, the difference between the concepts of "quality of preparation" and "quality of education" is revealed in the framework of the competence approach widely applied in the system of higher education. The researcher concluded that the result of quality education of students is their ability to work independently, to work in a competitive environment, the success and relevance on the labor market, as well as adaptability to rapidly changing social and economic conditions, effectively using the education received.

- There are examined professionally-public accreditation of educational programs and direction to identify the features and strengths of programs, the specificity of their implementation, which in consequence will have a positive impact on the quality of training of future specialists. The relevance of the topic to present the new paradigm in the relationships between educational institutions and employers. Employers ' requests for training of specialists due to the ever-increasing demands of the market. In modern conditions the labour market permanently updates its requirements to the quality of graduates of educational institutions. The challenges posed by employer to educational institutions, lies in the fact that the future specialist must be suitable not only on educational performance but also on psychological, individual, management and most importantly on professional qualities, are widely demanded at the present stage.
