    Abstract:
    September 2020 was the 10th anniversary of the dual education system in Russia. Germany (German school) is considered to be the ancestor of dual education. Its elements can be found in the systems of professional education in many European and Asian countries [2]. Today the dual system of professional education has received worldwide recognition – it is the most widespread and recognized form of personnel training, which combines theoretical training (in our country – 40%, in Germany – 20–25%) in an educational institution and industrial training (75–80% at the enterprises). This model of training is used in specialized secondary and higher educational institutions, and is financed jointly with business, which is interested in qualified personnel, and the state. The new training system should "arm" the graduates with three main competences, behavioral and personal qualities: Decision-making skills (Soft Skills); professional qualities (Hard Skills), because unprofessionalism is ruining Russia; modern technologies (Digital Skills).

The trends and problems of the development of the Russian education are examined in the work. The author makes the conclusion about the relevance of implementing the social role by the education as the global technology toward the state, society, human and emphasizes that the model of education depends on the internal education technologies aimed at the formation and development of the intellectual and spiritual and moral orientation of the society and person.

Используя методы системного подхода, логико-теоретические методы (сравнения, индукция и дедукция), а также эмпирико-теоретические (наблюдение, описание), мы приходим к выводу о том, что именно развитие социального партнерства в современных условиях является не только механизмом инновационного развития высшего профессионального образования, но и важнейшим инструментом повышения эффективности деятельности вуза, что, в свою очередь, повышает его конкурентоспособность.

    В статье рассматривается проблема развития речи студентов и задачи системы образования, связанные с ней. Эта проблема приобретает все большее общественное значение в настоящую эпоху. Наши дети (и многие студенты в том числе) прекрасно владеют компьютером, но не словом. Но ведь и до сих пор речь является ярким показателем уровня интеллекта и духовной культуры личности. Способность думать, размышлять формируется через речь. Нужно помочь студенту осознать, какие огромные преимущества дает ему владение разнообразными речевыми умениями. Только с их помощью можно эффективно осуществлять мыслительный процесс, выражать себя, воздействовать на других людей. Поэтому важно продолжать и в вузе развивать у студентов коммуникативную потребность, то есть стремление пользоваться разнообразными речевыми средствами. Одной из главных задач формирования личности, адекватной настоящему времени, становится развитие ее интеллекта. Оно невозможно без развития речи, без активного, успешного усвоения богатой и насыщенной системы смысловых единиц нашего мышления – слов.
