- The chapter explores the mechanisms of staff involvement in the digital transformation processes of an organization, from resistance to acceptance of changes. It examines the reasons for resistance, such as fear of losing work, uncertainty about roles, and concerns about the comfort and familiarity of old processes. The chapter proposes a multi-level approach to involvement, which includes strategic leadership, transparent communication, employee participation in planning, opportunities for training and retraining, and the creation of a safe space for feedback. The chapter presents practical methods: targeted communication campaigns, joint formation of a roadmap of changes, involvement of employees in pilot projects, use of agile methodologies and design thinking to minimize resistance. Special attention is paid to measuring the effectiveness of involvement through KPI, satisfaction surveys, indices of perception of changes and monitoring of the organization's culture. As a result, specific steps are proposed to move from resistance to acceptance, which ensures a smoother implementation of digital technologies, increased employee motivation, and a sustainable transformation effect.

Individual Prevention of Juvenile Delinquency in Secondary Schools

- This article aims to conceptualize, describe, and validate a model for preventing deviant behavior among at-risk students in a general education school setting. The research is based on an analysis of the practical experience of a specific educational institution implementing this model. The study's materials include school regulations, individualized rehabilitation programs, observations of students, semi-structured interviews with educational stakeholders, and data from surveys and tests. The research methods employed are case studies, a review and synthesis of pedagogical practices, and analytical descriptions with modeling elements. The results highlight the model's strengths, such as a comprehensive approach to prevention, individualized corrective and pedagogical activities, active student involvement in the preventive process, optimization of the teaching staff's work, and a focus on fostering positive motivation. Potential limitations and challenges are also identified, including the need for a high level of professional competence among mentors, the risk of perfunctory completion of individual developmental maps, the difficulty in verifying the system's effectiveness, and the dependence of subproject success on the activity of classroom teachers. The conclusion underscores the effectiveness and promise of the presented model for reducing the risk of deviance and improving students' social adaptation. A system for monitoring and evaluating effectiveness, incorporating both quantitative and qualitative indicators, is proposed. The crucial role of the school librarian as a library mentor in preventive work is emphasized.

The work is devoted to the study of pedagogical technology of professiographic monitoring of the process of formation of the motivational component of professional competence. For experimental work, the study was conducted with the introduction of professiographic monitoring in the educational process of vocational training of naval university cadets in a blended learning environment. Professiographic monitoring is a little-studied technology; the result of the work is the definition of its functions, criteria for assessing the level of the motivational component of professional competence.

Metacognitive scaffolding in teaching English for law students

- Metacognitive support in foreign language classes for law students is considered as a potentially effective pedagogical technology that fosters students’ ability to self-manage their learning process. The aim of this study was to assess the impact of introducing metacognitive elements into English lessons for law students through a comparative analysis of students’ level of metacognitive awareness before and after the experimental period. The article presents the results of an empirical study involving 30 students, equally divided into two groups (control and experimental). Students’ metacognitive awareness was measured twice: at the beginning and the end of the experiment by an author-developed questionnaire consisting of 15 questions in three blocks. Statistical processing of the results was performed in Excel. For 14 weeks, students in the experimental group completed tasks aimed at developing planning, monitoring, and self-evaluation skills. The results of the experiment showed an increase in the level of metacognitive awareness of students in the experimental group by an average of 21,5%. The practical significance and novelty of the study is in the validation of metacognitive educational technologies in the class of Legal English. The practical tasks can be used to design educational programmes and teaching materials aimed at developing students’ skills in independent information work, critical thinking, and self-regulation.

- In an unstable economic environment and increasing competition, financial stability is becoming a key factor in the survival and development of an enterprise. The presented work examines the essence and structure of the financial security system at the level of an economic entity, reveals internal and external threats that can affect the stability of the enterprise. Special attention is paid to the tools for diagnosing the financial condition, including the analysis of liquidity, solvency, financial stability and business activity. The practical part is devoted to the analysis of the activities of a trading company, where the financial risks that limit the development of the enterprise are identified. Based on the results obtained, proposals have been formed to minimize the negative impact of factors.

- The study focuses on the demand for marketing tools in modern conditions in managing the development of problematic territorial-administrative entities of Russia. Despite the increase in the number of studies of individual aspects of territorial marketing (image, destinations), there is a lack of a comprehensive approach to solving the problem of optimizing the structure of the economy and ensuring sustainable development of small towns in Russia. The need to consider not individual areas of territorial marketing, as applied to small towns, but to develop a unified approach to resolving the problems of development lags based on a study of typical representatives in this category is substantiated. - The study focuses on the investigation of the process of forming the motivational aspect of the professional competency of cadets at a maritime university in a blended learning environment. Given the digitalization of higher education and the specific requirements of the maritime industry, there is a need to provide a solution in response to the demands of ship owners. Employers seek to employ motivated young professionals who are not only skilled in their field but also possess a drive for professional growth. The aim of professional training is to develop competencies, while the motivational element remains unaddressed. It is essential to develop techniques that facilitate the development of this aspect. Professiographic monitoring represents a relatively underexplored technique. The objective of this study is to devise and validate the feasibility of utilizing this approach within a maritime university context. The model for the development of the motivational aspect of professional competence has been created and tested. This model defines the role and components of professiographic monitoring. Its functions have been proposed and criteria for assessing the level of motivation in professional competence have been defined. The results of the study demonstrated positive trends in the development of motivation among cadets, indicating a positive impact on their professional competence.

- In the process of studying the economic category «tax control», results were obtained that indicate a significant impact of information and the formation of information flows that determine, in general, the information component of the development of society, which, in turn, affected the process of isolating the control function of taxes, which has become a key and an independent function in the tax system of the state. The growth of the level and quality of information technology makes it possible to fill the content of the control function of taxes. On the other hand, tax control, which is an objective form of expressing the control function of taxes, over time has transformed into a tool that ensures the functioning of the system for monitoring cash and financial flows from financial and economic entities, as the basis for creating their taxable base, as well as the basis for formation of an effective system for forecasting and planning tax revenues to the country's budget system, at its different levels.

- Land administration seeks to obtain optimal social, economic and environmental benefits while promoting the principles of sustainable development. An important element of this process is the understanding of the macroeconomic situation for making adequate management decisions at various levels: local, re-gional, national and global. This information is provided by land administration systems ((LAS), the core of which is a multipurpose cadastral system integrated with other spatial information systems and public registries. In this article, the au-thors present the structure of land administration built in modern Europe and also show the specifics of the design of systems in relation to socio-economic conditions. The publication presents a vision of the role of the cadastre in the global system of accounting and land administration, with cadastral accounting considered as the main infrastructure for ensuring the economic, social and environmental benefits of all users, including individuals, business and the state.

- The author outlines that in the 21st century, the Russian economy is approaching the inevitable stage in which without intensive development of the quality of the labor force and effective management of it, its growth is impossible. It is noted that dynamically changing time dictates its own rules in market relations. It is also emphasized that further improvement of the business environment institutions, such as the labor market, the system of education and advanced training, requires clear criteria for determining the degree of professionalism of personnel management specialists. These circumstances have created a situation where the need for development of managerial personnel in relation to their level of training has grown significantly. This directly affected the need to modernize the process of training and evaluating staff. In the article, the author explores new approaches to monitoring the level of competence of specialists in personnel management, the formation of labor potential at the regional level. It is shown that as a result of analyzing the requirements for evaluating training in higher education, put forward by employers and comparing them with the professional standard for specialists in this profession, it was revealed that there is a possibility to develop and improve a model for monitoring the level of competence formation of university students. The results of the analysis conducted in the study will allow us to develop the main ways to continue studying the problem of introducing and using new approaches to evaluate training and building labor potential.
