    The author appeals to the actual topic today, which is restoration of the historic memory and the culture of national dignity in the mass conscience of citizens of Russian Federation as well as the memory on the Historic/ Greater Russia in the scale of the USSR. That means the appeal to the to the problem of education of the truly patriotic consciousness and mentality on the genetics level of pride for our Fatherland and curator’s activities for its prosperity in order to overcome the imprinted antinational mythology in minds of several Russian generations, the social rent men thinking they belong to the consumerist society. Following the qualified analysis of modern geo-political background, condensed around Russian Federation and Historic Russia, the author develops the renewal of contents for the objectives of civil education of children, teenagers and youth, denoting the principles of political education social responsibility of adults about the events drastically changing epochs

    Abstract:
    The purpose of this chapter is to shed light on the interweaving of nationalism and populism, to identify the structural and socio-psychological factors from which the two discourses emerge. Nationalism is to come - as not so much a rational, but rather an emotional phenomenon, consisting of higher gnostic feelings of the belonging of mental processes to our "I". There are "banal" and "hot" forms of nationalism "banal" nationalism can be defined as the psychological presence of the nation against the background of everyday socio-political practices. Nationalism in the "hot" sense is to be as a psychological force that creates nation-states or threatens the stability of existing states. Also, Populist slogans are based on the psychology of winning one or another political force the trust and support of the masses. At the same time, the real goals of populist politicians (struggle for power, business project and enrichment), as a rule, are covered with socially attractive ideas. Standard populist statement: "We, the common people, will take to the streets and take back the country."

That means the appeal to the to the problem of education of the truly patriotic consciousness and mentality on the genetics level of pride for our Fatherland and curator’s activities for its prosperity in order to overcome the imprinted antinational mythology in minds of several Russian generations, the social rent men thinking they belong to the consumerist society. Following the qualified analysis of modern geo-political background, condensed around Russian Federation and Historic Russia, the author uses methodology within the framework of the concept of geopolitical prognosis (factographic, situation analysis, experts’ estimation).

    Abstract:
    A strategic study of the socio-economic development of Russia determines significant changes in the vocational education system which is discussed in this chapter. Professional training of workers, employees, specialists is the basis for the reform and modernization of production in accordance with innovative technological equipment. Decisions on how to «tune as much as possible» (V.V. Putin's statement) vocational education to the needs of the economy, to solve the problems of development of individual regions and the country as a whole system of dual education, but also strengthening the country's technological sovereignty, factors of national security and «quality of life of people». In fact, today it is necessary to adjust the model of vocational training in colleges and institutes in line with strengthening its practice-orientation, targeting and mobility. Today, the dual system of professional (German) education has received worldwide recognition, it is the most widespread and recognized form of personnel training, which combines theoretical training (in our country 40%, in Germany 20–25%) in educational institutions and industrial training 75–80% enterprises); 96% of young people who underwent dual training got a job in enterprises, today this is the best indicator in Western Europe.

    Карабахский конфликт ввиду ряда предшествующих обстоятельств стал «вечным» – не имеющим такого решения, которое могло бы устроить все стороны соприкосновения, ведь оба враждующих этноса исторически неразрывно связаны с Карабахом, но не имеют возможности ужиться друг с другом в мире и добрососедстве. Каждое конкретное решение рискует привести к недовольству одной из сторон конфликта, и наоборот. Попытки найти компромисс не увенчались успехом как у чиновников Российской Империи, так и у функционеров Советского Союза, равно как и у иных сторон, предпринимавших попытки выступить посредниками. Сегодня же, по прошествии ряда кровопролитных столкновений, поиск решения, устраивающего всех, кажется не более чем несбыточной авантюрой. Все попытки мирного решения неизменно заходили в тупик. Причины сложившегося положения вещей и будут отражены в статье.

  • Concept of Universal Human Rights: Development and Evolution

    Abstract:
    The concept of human rights, having presumably universal meaning, usually derived from "Western' tradition. Although liberals of XVII and XVIII centuries consider the law of nature as a tool for it's protection starting from XIX century the rights (called the human rights by that time) considered as positive abilities to formulate one's personal, subjective preferences of individuals. That evolution must be taken into account both in researches and in political practices, carried out by representatives of different cultures, since the comprehension of an individual and a person as culturally justified serves as a besetting element. Thus the project of universal human rights must be the object of contemplation from the point of view of different cultures and the variety of preferences, oftentimes contradictory ideas, dominating in specific societies, rooted in their cultures, formed and developed over a long many of years. Indeed, both theoretical and practical concepts have huge impact for political being. Speaking not only about implications of specific legislative branches and governments to applications universal human rights standard, but also about creating such standard from different point of views in accordance with the idea of not competing with popular sovereignty.
