    Abstract:
    В работе рассматривается феномен лидерства в контексте уникальной меритократической модели управления человеческим капиталом в Сингапуре, основанной на личных достижениях талантливых людей, а не на политико-административных связях. На основе исторического, системного, структурно-функционального, логического и сравнительного (компаративного) методов исследования был проведён анализ материалов, а именно монография М.Г. Осиповой, труды Ли Куан Ю, описание институциональных механизмов (Комиссия по вопросам государственной службы PSC, модель компетенций HAIR), а также данные по структуре Административной службы (AS). Особое внимание уделено анализу принципов меритократии, включая жёсткие критерии профессионального отбора, материальную мотивацию и ротацию кадров. Установлено, что сингапурская меритократическая модель позволила трансформировать страну благодаря созданию системы отбора талантов, ориентированной на профессиональные компетенции, креативность и прагматизм (модель HAIR), формированию интеллектуального ядра управления (AS), ответственного за стратегические инициативы (например, Smart Nation), а также внедрению гибкой системы мотивации и жёстких возрастных критериев для сохранения эффективности кадров. В результате проведенного исследования автором сделаны выводы о том, что меритократия стала основополагающим принципом, способствующим успешному развитию Сингапура, где государственная кадровая политика фокусируется на стратегической ценности талантливых людей с лидерскими качествами, их профессиональных навыках и высокой нравственности.

    In this article, the author analyzes the institution of banking licensing in the Russian Federation. The paper examines the licensing procedure of credit institutions, as well as its impact on the banking system of the Russian Federation. In addition, various types of credit institutions and their importance for the financial market are described. The thesis is emphasized that the Central Bank's choice of a specific vector for the development of the banking market should not hinder the entry of new entities into the market and the development of healthy competition.

Обосновано, что принципиальное отличие полицентрического мироустройства от моноцентрического состоит в формировании новых устойчивых социально-экономических потенциалов и коммуникаций. Рассмотрены белорусско-российские подходы к Евразийской хартии многообразия и многополярности в XXI веке. Сформулирован вывод о том, что многополярное мироустройство нивелирует подробное видовое деление внешних функций государства, что, в конечном итоге, позволяет вести речь о существовании интегративных и дифференциальных внешних функций государства.

Digital tools and resources that ensure the effectiveness of the preparation and conduct of the demonstration exam are described, as well as ways to support the process of preparation and participation of graduates of the pedagogical university in the demonstration exam. An example of the implementation of the state final certification of future mathematics teachers in the format of a demonstration exam at Volgograd State Socio-Pedagogical University is given to illustrate the highlighted technological and organizational aspects.

    Abstract:
    Economic development inevitably leads to a significant increase in inequality in the distribution of income and national wealth. Worryingly, inequality is growing year after year. Official data on inequality are underestimated, as the share of income hidden from taxation is at least twice as much as that shown in official statistics. The sharp increase in inequality was largely due to the transition to neoliberal policies that encouraged the monopolization of production to the detriment of wage labor positions and, to some extent, the participation of nation States in the global globalization of the economy. High income inequality will slow down any national modernization and generate further stratification of citizens. The proportion of excessive inequality between 10–20 percent of the rich and 80 percent of the poor and poor in the modern world is constantly growing.

    The preservation and strengthening of traditional values is the main vector of Russia's future development as a civilizational state. This paper examines the specifics of teaching the course, and reveals the experience of implementing the academic discipline «Fundamentals of Russian Statehood» in 2023–2025 academic years. The author focuses on the evolution of the interpretation of the term «values» and its understanding in modern social sciences and humanities. Attention is drawn to the importance of the education system in shaping the traditional values of Russian students. In this paper, methodological recommendations and discussion problems that emerged during the teaching of the training course are formulated. It is concluded that the key direction of the future development of Russia as a state-civilization is the organization of a system of targeted education and upbringing, especially among Russian students. Higher education as a social institution instills in the younger generation traditional values and ideals that are translated into professional activities and preserve the continuity of generations.

    The relevance of the research topic lies in the need for continuous improvement of the management system of state-owned enterprises based on the analysis of estimated performance indicators and identification of existing problems. The object of the study is the state unitary enterprise of the subjects of the Russian Federation of the Kaluga Region Kaluga MTS (hereinafter abbreviated as MTS). SE KO «Kaluga MTS»). The subject of the research is the management system of the Kaluga MTS State Enterprise. The theoretical basis of the research was domestic and foreign scientific periodicals, textbooks, and materials from scientific and practical conferences and monographs. The information base was the official website of the enterprise, its financial statements and reports of the Ministry of Agriculture of the Kaluga region.     В статье представлен опыт проведения с сотрудниками государственного учреждения четырехнедельной программы, направленной на стабилизацию эмоционального состояния, снижение уровня стресса и профилактику выгорания. Программа сочетает в себе элементы коучинга, наставничества и нейропрактик, включает в себя работу с когнитивными и телесными процессами, направленную на стабилизацию психоэмоционального состояния и формирование устойчивых нейронных связей. Результаты программы показывают значительное улучшение эмоционального состояния участников, рост их устойчивости к стрессу и повышение продуктивности. Для оценки эффективности программы использовались широко известные диагностические инструменты, которые позволили объективно измерить изменения в эмоциональном состоянии участников. В статье подробно рассматриваются методология, этапы и ключевые результаты программы.

    The article presents the results of a study of the cognitive component of attitudes towards energy saving among older preschoolers and younger schoolchildren. The relevance of the study is due to the unworthy attention of the education system to the issue of developing an environmental, energy-saving attitude in children, given the obvious need to form a modern person focused on rational, energy-saving behavior. The article presents the results of an empirical study based on the author's methodology to study the content of the cognitive component of attitudes towards energy saving, and describes the types of motives for energy saving in children aged 5–10 years. The levels of formation of cognitive attitudes towards energy saving are identified and described. Children have an average level of formation of the cognitive component of the attitude to energy saving. Ideas about energy saving are unclear, vague. From senior preschool to junior school age, positive dynamics in the development of the cognitive component is observed. The dominant motive for energy saving is the motive of avoiding discomfort. With age, the content of ideas about energy saving is clarified and the energy saving motive itself begins to clearly stand out. With age, motives of personal benefit give way to motives of social significance. The formation of the cognitive component of the attitude to energy saving is influenced by the attitudes of adults, as well as the content of education. Mastering school subjects that cover environmental issues, as well as developing new forms of thinking in younger students, contributes to the development of a cognitive attitude towards energy conservation.

Проведен анализ результативности различных межгосударственных программ и инициатив, таких как PEPFAR, Глобальный фонд, региональные проекты ВОЗ, ЮНЭЙДС и других организаций. Дана оценка достижениям в снижении распространенности ВИЧ, расширении доступа к тестированию и лечению в разных странах и регионах. Выявлены проблемные области и приведены рекомендации по повышению эффективности международного сотрудничества в борьбе с ВИЧ/СПИДом.

    This article discusses the current problems of state control in modern conditions. The effectiveness of existing control mechanisms is analyzed, duplication of functions, insufficient interaction between regulatory authorities and inconsistencies of the legislative framework with modern challenges are identified. Special attention is paid to the optimization of control activities, increasing their transparency and efficiency, as well as improving legal regulation. In this connection, the relevance of this work is justified, possible solutions to the identified problems and directions for further research are proposed, which will be important both for state control bodies and for citizens themselves to improve legal culture.
