    Abstract:
    The article examines current issues in studying the responsibility of states to individuals and citizens. These issues have historically been covered in the works of outstanding thinkers and legal scholars of the ancient Greek period, the New and Modern Times. The indicators substantiated by modern Russian legal scholars that determine the effectiveness and responsibility of the state to individuals can be used for the modern development of statehood on the legal map of the world.
