    Abstract:
    The article explores the pedagogical and organizational work of I.N. Ulyanov, one of the key figures in public education in 19th-century Russia. Based on a historical and pedagogical analysis, the author shows how Ulyanov's efforts led to the establishment of a network of primary schools in the Simbirsk province, the improvement of teaching methods, and the increase in literacy among various ethnic groups in the region. The article emphasizes the humanistic nature of Ulyanov's approach, emphasizing the importance of equality in education and respect for the culture of local peoples. The article concludes with a discussion of the long-term impact of Ulyanov's ideas on the subsequent development of Russian pedagogy.
